Sanford (“Sandy”) Barth is a seasoned health economist with over 40 years’ experience in academia and in the business sector of health care financing and delivery. His analysis of employer, provider and payer markets in the 1970s and ‘80s led to publication of a predictive model regarding health market changes that now defines today’s healthcare market.

Dr. Barth is the founder and principal for SMB Strategic Health System and Benefit Solutions, a private educational and research initiative. Previously, he was Managing Director of the CBIZ Business Solutions’ Strategic and Health Care Solutions Groups, assisting healthcare organizations in strategy formation, business development and economic forecasting.

Dr. Barth has published and is a sought-after speaker, domestically  and abroad, on current healthcare issues--especially health system process improvement, assessment of health care financing and delivery, and medical plan benefit trends and longitudinal changes in the health status of 50-65 year olds.

A member of the working group that developed the curriculum for the Master of Science degree program in Health Policy, Dr. Barth designed and teaches HPL 500: US Healthcare Organization and Delivery and HPL 506:  Health Policy: Analysis and Advocacy.  He received the Jefferson Award for Excellence in Teaching in 2008 and again in 2011.  In addition to teaching for JCPH, Dr. Barth is a primary presenter in JCPH’s Population Health Academy, a 5-day non-credit professional development program that introduces key aspects of population health to healthcare professionals.

Dr. Barth received a BS in Economics from Rider University (Lawrenceville, NJ), an MA in Health Care Administration from George Washington University (Washington, DC), and a PhD in Health Economic Policy from Century University (Albuquerque, NM). Before embarking on his career in health policy and economics, he served for four and a half years in the US Army Medical Services Corps, achieving the rank of Captain.

Dr. Bottles has held a number of leadership positions in academia, biotechnology, and community health systems.  At the University of California, San Francisco, University of Iowa, Allegheny University of Health Sciences, and Michigan State University College of Human Medicine, he has served as Tenured Professor, Chair, Medical Director of Managed Care, Corporate Operations Officer for Ambulatory Services, Assistant Dean, residency director, Designated Institutional Officer, and elected Medical School Executive Committee Member.

Dr. Bottles has led strategic planning exercises for the Department of Pathology at the University of Iowa, the clinical enterprise at the University of Iowa Hospitals and Clinics, the Grand Rapids Medical Education and Research Consortium, and the quality programs at the Iowa Health System. Dr. Bottles has facilitated several medical staff/hospital system board retreats centered on physician integration and engagement in evidence-based medicine and quality initiatives; he has also lectured extensively for the Governance Institute on a variety of planning topics.

In biotechnology, Dr. Bottles has served as President of the Genomics Repository, Chief Knowledge Officer, and Managing Director. During his tenure at Genomics Collaborative in Cambridge, Massachusetts he raised $36 million in venture capital.

Dr. Bottles served as President of the Institute for Clinical Systems Improvement (ICSI) and as Chief Medical Officer of the Iowa Health System, a $2 billion integrated community health system in the Midwest.  At the Iowa Health System, Dr. Bottles developed and implemented a Physician Leadership Academy for over 200 physician leaders. He also was heavily involved in Health Information Technology implementation issues. At ICSI he developed a physician leadership academy and also frequently lectured on leadership for St. Thomas University.  Dr. Bottles currently serves on a National Quality Forum committee on quality.

Dr. Bottles has been active in lecturing and writing about leadership topics.  He has contributed articles to the Physician Executive Journal of the American College of the Physician Executives, Trustee Magazine, and the op-ed page of The New York Times; Dr. Bottles was awarded the Rodney T. West Literature Award for the most important medical management article published in 2001, and the Kaiser Teaching Award at the University of California, San Francisco.

AHE 512: Simulation for Economic Evaluation

Dr. Caro  trained at McGill University, where he practiced internal medicine and is now Adjunct Professor of Medicine and Adjunct Professor of Epidemiology and Biostatistics.  He also serves as adjunct faculty in pharmacoeconomics at the Massachusetts College of Pharmacy and Health Sciences and teaches for the Applied Health Economics and Outcomes Research programs offered through Jefferson College of Population Health.

After founding and leading the Caro Research Institute for more than a decade, Dr. Caro is now Chief Scientist at Evidera, where he advances the company’s leadership in developing and applying novel techniques in modeling, health economics, comparative effectiveness, epidemiology, and outcomes research. Given his work and publications on more than 100 disease models, Dr. Caro was asked to lead the Modeling Task Force, jointly sponsored by the International Society for Pharmacoeconomics and Outcomes Research (ISPOR) and the Society for Medical Decision Making, to produce new guidelines for good modeling practices.  This has resulted in 7 papers covering topics from the design, through building and populating, to the validation of models. In addition, he chaired the collaborative Task Force (ISPOR/Academy of Managed Care Pharmacy/National Pharmaceutical Council) that produced a tool for the quality assessment of models. Recently, he has been working on developing a new modeling technique, DICE, tailored to problems in Health Technology Assessment.

Dr. Caro was the Chairman of the international Expert Panel guiding the German government on methods for economic evaluation of health technologies. He has also helped the World Bank Institute and the InterAmerican Court for Human Rights address the growing problem of Supreme Courts overriding health care system decisions and ordering them to provide treatments that had been considered unwarranted.

HPL 504: Health Law and Regulatory Issues

BIO: Henry C. Fader is a corporate and health care attorney in the Philadelphia-based law firm of Pepper Hamilton LLP. Mr. Fader’s practice includes counseling health care providers of all types and sizes:

  • physicians
  • hospitals
  • integrated delivery systems
  • academic medical centers and medical Colleges
  • service providers and long-term care providers

He focuses on organizational structuring and advises clients on tax-exempt financing; the formation and governance of nonprofit organizations; corporate governance and regulatory issues; as well as reimbursement, antitrust, antifraud and contractual matters; and adapting new concepts to delivery, such as joint ventures and accountable care organizations.

Mr. Fader counsels clients regarding regulatory, licensing, compliance and payment issues associated with the implementation of health technology innovations such as telemedical solutions and electronic medical records. He also counsels clients regarding compliance with the privacy and security requirements of the Health Insurance Portability and Accountability Act (HIPAA) and state laws relating to privacy. For many years, Mr. Fader has advised the business community on health care issues and participated with business leaders in efforts to reduce employers’ health care costs.

Mr. Fader is well versed in the economic, political and financial drivers of healthcare issues in Pennsylvania and nationally. Active in many professional and civic organizations, he is former chairman of the board of directors of the Pennsylvania Chamber of Business and Industry, the Commonwealth's leading advocate for business. He also served as vice chairman of the Pennsylvania Health Care Cost Containment Council (PHC4), an independent state agency responsible for addressing the problem of escalating health costs and ensuring the quality of and access to health care, and as chairman of its Education Committee.

Mr. Fader is legal advisor to the board of the Hearing Loss Association of America (HLAA), a national organization. He is former chairman of the board of directors of Intercultural Family Services, Inc., a Philadelphia social services agency. Mr. Fader is active in the American Health Lawyers Association, the National Association of Bond Lawyers and the Healthcare Financial Management Association.

Mr. Fader served on the working group that developed the Master of Science degree program in Health Policy for the Jefferson College of Population Health and was instrumental in designing the curriculum for HPL 504:  Health Law and Regulatory Issues, a course he has been teaching since the College’s inception.  

He has also authored a chapter in the book: Population Health: Creating a Culture of Wellness, co-edited by Dr. David Nash, Dean of the College of Population Health and other College faculty and staff.  A graduate of the University of Rochester, Mr. Fader holds an MEd from Temple University and a JD from Syracuse University, where he was a member of the Justinian Honor Society and inducted into the Order of the Coif.

BIO: Dr. Fuhr is Professor of Economics at Widener University. His primary research areas are antitrust, health economics, innovation, pharmacoeconomics, telecommunications and sports economics. He frequently makes presentations on these topics and has 60+ publications in the Journal of Health Politics Policy and Law, Review of Industrial Organization, The Antitrust Bulletin, Regulation and The New England Journal of Medicine, among others. In the field of telecommunications, his publications focus on investment and innovation, rural telephony, terminal equipment, government operated networks, net neutrality and universal service. In health care, his published works focus on hospital mergers, specialty hospitals, exclusive arrangements, health insurance, bundling and doctor’s fees.  In pharmacoeconomics, he has written on cost benefit analysis, biosimilars and predictive modeling. In the context of sports, his specialty is the economics of baseball and football.

Dr. Fuhr currently serves as a senior fellow with the American Consumer Institute, an ambassador for the Internet Innovation Alliance and a senior advisor for Econsult Solutions. An experienced expert witness on antitrust matters related to health economics, Dr. Fuhr continues to consult and serve on advisory boards for industry.

Dr. Fuhr received his MA and PhD from Temple University and his BA from LaSalle University.

Mr. Gallagher has served as an Adjunct Professor for over twenty years at Thomas Jefferson University where he teaches law and business courses. His career has included executive positions in banking and the financial services industry. He presently works in law enforcement as a Prosecutor specializing in the area of financial fraud.

BIO: Ellen Guarnieri is a partner in Coriendo, LLC, a business process solutions company.  She co-founded the Health Division of Coriendo, LLC to assist organizations by providing a real-time health information exchange grounded in business process management.

Ms. Guarnieri is the founder and CEO of Comprehensive Healthcare Strategies, where she assists healthcare providers navigate the changes mandated by health reform. She is also actively involved in supporting wellness initiatives in the local community, partnering with business leaders and elected officials.  She has a diverse background and significant experience, having spent over 30 years serving patients in a variety of roles.

Ms. Guarnieri began her career as a staff nurse (RN) and, over the course of her career, progressively advanced to leadership positions including Director of Quality and Safety, Risk Manager, Chief Nursing Officer, Hospital Chief Operating Officer, and Hospital CEO.

Ms. Guarnieri first became interested in the Jefferson College of Population Health after hearing Dean Nash speak at a conference on quality and population health. At the time, her organization was supporting a growing wellness initiative and she felt compelled to share the activities and early successes of their work.

She is active in her community, holding several volunteer posts including a director position on the Legacy Foundation board (supporting the behavioral health service) and is past Chair of the Burlington County Chamber of Commerce.

Ms. Guarnieri received her BS in Nursing from Niagara University and a Master of Health Services Administration from St. Joseph’s College. She is a Fellow in the American College of Healthcare Executives and maintains certification in Health Care Quality.

BIO: Dr. Chris Hughes is Co-Chief Medical Officer at Family Hospice and Palliative Care.  He has over 20 years of clinical experience in critical care medicine and, more recently, hospice and palliative medicine, and a wealth of experience as a physician leader.  

Chris works with Hospice and Palliative Medicine at the University of Pittsburgh's Palliative and Supportive Institute and Family Hospice and Palliative Medicine of Pittsburgh.  In 2012, he certified in Hospice and Palliative Medicine through the American Board of Internal Medicine (ABIM).

Chris has also been active in organized medicine through the Pennsylvania Medical Society and AMA, the state Society of Critical Care Medicine Chapter, and others, and he has been an advocate for patient safety, end of life care, pain legislation, and health reform.  To that end, he has been actively involved with the Pittsburgh Regional Health Initiative and other organizations advancing patient safety and end of life care.

Chris has been state director of Doctors for America since 2008 and made numerous appearances in radio, television, and newspapers.  He is a graduate of Youngstown State University and the Northeast Ohio Medical University (NEOMED).  Chris is also a graduate of the Jefferson College of Population Health, having earned his Certificate in Health Policy in 2013.

Allison Karpyn, PhD is Associate Director of The Center for Research in Education and Social Policy, Associate Professor of Education and Associate Professor of Behavioral Health and Nutrition at the University of Delaware (UD).  She also holds an adjunct faculty position at the University of Pennsylvania where she is an Associate Fellow with the Center for Public Health Initiatives.  Prior to joining UD, she served as the Director of Research and Evaluation at The Food Trust in Philadelphia, PA for 11 years, where her research focused on understanding healthy food purchasing and consumption behavior, especially among children. Dr. Karpyn teaches for the Jefferson College of Population Health’s MPH program.

Dr. Karpyn is committed to informing policy and practice with rigorous research designs. Her current research efforts include the study of corner store programs in urban areas and in-store marketing approaches in supermarkets to promote purchase and consumption of healthier options. She is also conducting research to understand the impact a new supermarket has on residents in the surrounding community. She has published widely on topics related to College food, supermarket access, healthy corner stores and strategies to develop and maintain farmers markets in low income areas. Dr. Karpyn is a member of The American Public Health Association, Society for Public Health Education and the American Evaluation Association and is a professional researcher certified by the Marketing Research Association. She earned her Bachelor’s degree in Public Health at The Johns Hopkins University and her Masters and Doctorate degrees in Policy Research Evaluation and Measurement at The University of Pennsylvania.

BIO: Lynne Matthews is one of the principal designers of the online course in US Healthcare Organization and Delivery, a pre-requisite for all students in the online programs. 

With more than 25 years of workplace experience in the healthcare and information services arena, Lynne has directed a number of leading healthcare, pharmaceutical, insurance and state and local governments in the areas of governance, risk and compliance, strategic planning, and financial and professional business services.  In addition to Lynne's background in consulting, her experience includes leadership roles in physician practice management, hospital operations and clinical laboratory management, marketing and strategic planning.

Currently, Lynne serves as is a Regional Information Security Officer at Catholic Health East (CHE) / Trinity Health with the primary areas of focus including the delivery and implementation of programs that include policies, standards and controls, security awareness and training, risk assessment, remediation management and response, business continuity and third party risk.

Lynne was awarded a PhD by the University of Pennsylvania in Philadelphia, PA, and holds a BS in Medical Technology from the University of Scranton and a MS in Clinical Pathology/Immunology from the Medical College of Pennsylvania.

Lynne is married to a Medical Technologist turned Environmental watchdog who has spent the last 25 years keeping the research environment safe at Bristol Myers Squibb in Lawrenceville, NJ.

Dr. Zubow Poe holds a doctorate in Media and Communication from Temple University (2007), a masters in Communication from American University (1997), and is completing a masters in Community Health at West Chester University of Pennsylvania in 2015.  She teaches for the Jefferson College of Population Health’s MPH program and has also taught health communication and public health ethics at La Salle University’s College of Nursing and Health Sciences.

During Dr. Poe’s federal career as a media producer/writer, she introduced digital media and webcasting to the Centers for Medicare and Medicaid Services (CMS), produced broadcast media for the Food and Drug Administration (FDA) and National Aeronautics and Space Administration (NASA), and designed a series of promotional webcast videos for potential grantees and marketing plans for the 5 A Day For Better Health program at the National Institutes of Health/ National Cancer Institute.  She has completed two federal fellowships, including a Presidential Management Fellowship and an Association for Prevention Teaching and Research Health Communication Fellowship at the Office of Disease Prevention and Health Promotion.  Her publications include articles related to research on e-health information and older adults; she has also co-authored an online interagency publication on applying health literacy principles for those who work with elderly patients.

Dr. Poe regularly serves as a reviewer for health communication grants for the Centers for Disease Control and Prevention (CDC) and has guest-edited a special issue of the Atlantic Journal of Communication on health communication and health literacy. She publishes articles, presents research and reviews journal articles related to health communication for public health and communication conferences and publications.

In addition to her public health teaching and research, Dr. Poe has taught communication and media courses at several other universities, designed a new major in public relations, supervised interns, and taught courses in public relations, media research, scriptwriting, business communication and media ethics. Her latest research explores the development of new strategies to improve patient and healthcare provider communication across the spectrum of healthcare at Pennsylvania Hospital, including a series of interactive modules for healthcare professionals.

Outstanding Instructor in Online Programs, 2013-2014
Harm Scherpbier is a Health Information Technology Consultant and Physician Leader, helping IT firms and Healthcare Provider Organizations set strategies for marketing and product direction -- from concept development to concrete implementation.  He assists health IT software firms with strategy development, marketing programs, research and report writing, and physician leadership sessions (presentations, teaching, team training).  He is an outstanding session moderator, bringing together clinical and technical teams to shared objectives.

Dr. Scherpbier was previously the Chief Medical Information Officer (CMIO) at Main Line Health, a 5-hospital health system in the Philadelphia Suburbs. In that role, he was responsible for meeting the information needs of physicians, nurses and other health professionals and creating a clinical information system environment that facilitates the delivery of high-quality, safe, and efficient care to patients. Prior to joining Main Line Health, he held positions in software engineering and product management at Siemens Health Services, CareScience, Aetna US Healthcare and Shared Medical Decisions (SMS).


In his current position, Dr. Scherpbier relies on health informatics every day.  His Health Informatics course is completely grounded in real-life and is up to date with the fast changing world of IT in healthcare – with special focus on applications in healthcare quality and safety, outcomes, policy and population health. His main area of interest is Clinical Decision Support – the “Holy Grail” of Health Informatics, to make it deliver on the promise that information systems deliver meaningful, helpful information at the point of care, right when it is needed to make a clinical decision. True value-added, smart, Clinical Decision Support (CDS) exists, but it’s not yet widely available or generally accepted. Dr. Scherpbier is actively involved in industry efforts and organizations to promote the use of standards in Clinical Decision Support, and to find ways to expand the impact of CDS on the quality and efficiency of care.

He was born and raised in the Netherlands, and completed both his medical training and medical informatics training there (University of Groningen, and the Erasmus University of Rotterdam, respectively).

HPL 510/PBH 510:  Health Research Methods

BIO: Catherine C. Schifter is an Associate Professor in the College of Education at Temple University.  She has been an academic for over 30 years, starting at the University of Pennsylvania’s College of Dental Medicine, where she taught dental hygiene and general clinical dentistry for 10 years.

Her current teaching is split between research methods (research in general, and a course in qualitative methods), and a new certificate program in technology and learning. Her research over this lifetime in higher education has ranged from bench science (including using electron microscopy), clinical research (using microbiology techniques to monitor chronic periodontal disease), program implementation, and now product development. Because of her extensive experience in research across many different levels and types (including service on dissertation committees), she was invited to develop and teach research methods courses for the Jefferson College of Population Health.

Dr. Schifter’s background is quite varied and she has distinguished herself in each of the roles she has held.

At the University of Pennsylvania, she received the Earl Banks Hoyt Award for teaching excellence. In addition, she received the Clinical Research Award by the American Academy of Periodontology. After completing her PhD in Education, she became Assistant Dean of the Annenberg College of Communications.

Subsequently, Dr. Schifter moved to Temple University to become Assistant Dean in the College of Allied Health Professions. Three years later, she became Director of the Online Learning Program at Temple, and moved into the College of Education as a faculty member. In 2000 she was awarded a Carnegie Fellowship in the Carnegie Academy for the Scholarship of Teaching and Learning (CASTL) program. Upon completion of her fellowship year, Dr. Schifter became the initial director of the Temple Teaching and Learning Center, beginning a process for supporting faculty teaching at all levels of higher education at Temple.

Her current research is the SAVE Science National Science Foundation project to design a series of online game modules to assess middle grade students' understanding of scientific inquiry. Dr. Schifter serves as the qualitative researcher on the team, to demonstrate how the non-quantitative data helps to understand the outcomes in the world.

Dr. Schifter has published three books, including a sole authored presentation of research over a 5-year period of Continuous Practice Improvement, a professional development program in the College District of Philadelphia.

She holds a BS in Dental Hygiene from the Baylor College of Dentistry, an MEd in Health Education from the University of Houston, and a PhD in Educational Leadership from the University of Pennsylvania.

POP 500: Essentials of Population Health

BIO: A practicing internist/geriatrician, his clinical work for Program for All-inclusive Care for the Elderly (PACE) involves providing care with an interdisciplinary team for frail older adults through a full-risk care model. Additional hands-on population health management includes his current involvement with AtlantiCare /Geisinger in providing medical direction for several of their at-risk initiatives. This expertise stems from his service as a Centers for Medicare and Medicaid Services (CMS) Health Policy Scholar and education in medicine, economics, business and geriatric medicine. Dr. Stefanacci has a long-standing interest in and commitment to geriatric population health management. He completed his clinical training in internal medicine and a fellowship in geriatrics at the University of Medicine and Dentistry of New Jersey.

Dr. Stefanacci’s medical management experience includes more than a decade as a medical director for various organizations, including a large primary care private practice, a full-risk provider group, a Medicare + Choice health maintenance organization, and PACE. He is board certified in quality assurance and utilization and is a Certified Medical Director. He has achieved recognition as a fellow in both the College of Physicians of Philadelphia and American Geriatric Society and has been awarded honorary lifetime membership in both the American Society of Consultant Pharmacists and the National Association of Directors of Nursing. He has authored more than 400 publications and has lectured extensively both nationally and internationally.

Dr Stefanacci’s greatest accomplishment is the Go4theGoal Foundation, a 501(c)3 public charity that he founded with his family and friends when his oldest son Richard was diagnosed with Ewing Sarcoma in May 2006. Since its inception, the Foundation has raised several million dollars for cutting-edge research and has assisted hundreds of children affected by cancer at almost 100 children’s hospitals across the country.

BIO: Marcia V. Wilkof is an organizational consultant with over three decades of experience working to help organizations solve complex problems that most often manifest as group performance issues. She is founder of mvwGroup, a network of consultants who work to bridge the gap between theory and practice. The firm applies real world experience, theoretical knowledge and scholarly research to improve organizational performance by aligning strategy, structure, culture, and work processes; improving communication, conflict resolution and decision making; capitalizing on diversity; and developing effective inter-group and inter-organizational relationships.

Dr. Wilkof and her team consult to for-profit and non-profit organizations in the private and public sectors, working with groups of all types and at every organizational level. Clients have included the American Board of Internal Medicine, Shared Medical Systems, General Electric, Richland Memorial Hospital, Novartis AG, McNeil, Ethicon, Cisco Systems, Mercer Human Resource Consulting, Covey Leadership Center, Xerox Engineering Systems, Apple Computer.

Drawing on her experience in organizational consulting, management training, and university teaching, she has published articles and made presentations regarding strategic alliances, organizational culture and change, high technology and health care management, and the transfer of scientific and technical information.

Dr. Wilkof’s dissertation was the basis for the collegial organization described in Leaders by Warren Bennis and Burt Nanus, and she worked with Tom Peters on his book, Liberation Management, assessing and articulating how organizations de-bureaucratize, deliver quality products and services, emphasize customer service, and empower employees.

In addition to serving as a lecturer in the Jefferson College of Population Health, Dr. Wilkof is an Adjunct Assistant Professor at the Wharton College of the University of Pennsylvania. She has held academic appointments at Temple, Rutgers and Penn State universities, as well as the Philadelphia College of Textiles & Science (now Philadelphia University).

She received a BA with honors from the University of Cincinnati, earned an MS and PhD from the Wharton College at the University of Pennsylvania and is listed in Who’s Who of American Women.

Candace Young is Senior Associate for Research and Evaluation at The Food Trust. She has 12 years of management, research, and program development experience. She manages research and evaluation of The Trust’s internal programming as well as external consulting projects with groups seeking program development, strategic planning and evaluation expertise. Since consulting with The Trust she has led projects that advised school systems, foundations, community groups, and food and nutrition organizations. Prior to joining The Trust, Candace was the Founding Director of the Physical Activity and Nutrition Program at the New York City Department of Health and Mental Hygiene, where she developed policy regulations to require calorie posting at chain restaurants, and nutrition and physical activity standards for children's programs. She earned a Master’s Degree in Community Nutrition and Program Evaluation from Cornell University. She speaks Spanish fluently.
